A civilian-evacuation team from the International Committee of the Red Cross was unable to get to the besieged city of Mariupol in Ukraine on Friday, saying “conditions made it impossible to proceed.”

Some 3,000 people were able to leave the city on Friday, said Kyrylo Tymoshenko, the deputy head of Ukrainian President Volodymyr Zelensky’s office. Many more remain trapped, officials said.

The ICRC said the nine-member team would try again to reach the city on Saturday in an effort to facilitate the safe evacuation of civilians trapped there. “For the operation to succeed, it is critical that the parties respect the agreements and provide the necessary conditions and security guarantees,” the ICRC said.

United Nations relief convoys also have failed to reach the city, as the U.N. continues to try to negotiate the delivery of humanitarian assistance, a U.N. spokesman said. Residents of the city of 450,000 have been isolated and subjected to attacks from air, land and sea.

“We do not see a real desire of the Russians and their satellites to allow Mariupol residents to evacuate to the territory controlled by Ukraine,” an adviser to the city’s mayor said on social media.
